21.00 per hour Position Statement: The Center Manager coordinates
all center-related activities and oversees day-to-day operations
for the facility (center). Additionally, The Center Manager is
responsible for supervising, mentoring, coaching and training of
center staff in order to ensure services are provided in a
positive, nurturing environment for children, and maintains a
quality environment with attention to health and safety prevention
measures. This role also functions as liaison and information
conduit between the main office leadership, staff and community
collaborates. The Center Manager serves as an advocate for
children, families and communities and is responsible for
implementing the HS Performance Standards, NC Child Care
Rules/Regulations, and the local, state and agencies policies and
procedures. Also responsible for ensuring centers display a culture
of safety and positive reinforcement with continuity of care to
include active supervision strategies. Support center staff with
encouraging parent family community engagement in all aspects of
the program. Duties and Responsibilities: Provides day to day
leadership and works to ensure a high performance, child and family
centered environment, which supports achievement of the school
readiness goals and Parent Family Community Engagement outcomes.
Responsible for ensuring center maintains compliance with HS
Performance Standards, licensing requirements, health, safety and
fire regulations. Responsible for the operation and maintenance of
a safe, clean, healthy and productive work environment; performs
mandated inspections of center, learning environment and playground
and make necessary corrective actions. Provides modeling, coaching
and mentoring for all areas of child development to staff,
volunteers and families. Responsible for ensuring that staff/child
ratio is maintained and adequate supervision in the learning
environment; playground, bus and field trips. Responsible for
creating a positive center environment by effectively communicating
with staff and parents, and being a positive role model.
Communicates center activities by disseminating a monthly center
calendar for staff and parents. Responds to telephone calls and
parent visits regarding a wide variety of child and family
challenges; proactively addresses potential parent, community, and
staff concerns. Review and work in collaboration with the Teaching
teams in the implementation of weekly lesson plans to make sure
they are developmentally appropriate, individualized, and
culturally sensitive. Conduct two monthly formal teacher-child
observations and monthly informal observations of the teaching
teams and provide feedback. Submit observations documentation to
Education Manager, monthly. Conducts daily monitoring of each
learning environment and throughout the center (indoors &
outdoors). Works in collaboration with Education component to train
staff on curriculum, on-going assessment and the CLASS system.
Responsible for ensuring timely completion of child observations
screening and assessments and incorporation of IEP and/or IFSP
goals into lessons. Responsible for ensuring that referrals and
documentation for children with potential disabilities and/or
behavioral concerns are submitted to the Disabilities/Mental Health
team within the week of occurrence Work in collaboration with Human
Resource and Director of Center Operations in the hiring process
for center staff. Responsible for planning and conducting required
monthly staff meetings and parent trainings. Responsible for
scheduling and conducting monthly meeting with Family Development
Specialist. Responsible for reporting and submitting monthly
attendance analysis to PFCE Coordinator. Responsible for submitting
monthly reports (i.e. In-Kind, attendance analysis, center snap
shots, CACFP, training documentation, staff meeting agenda/minutes,
etc.) accurately and by 5th of each month. Responsible for
facilitating monthly parent center committee meetings. Responsible
for conducting probationary, annual performance evaluations and
professional development plans. Responsible for tracking staff
qualifying documents by meeting with staff and following up with
staff as it relates to expirations and renewals. Work towards the
goal to maintain and/or obtain a 3 - 5 star rating Work closely
with Human Resource, Director of Center Operations to effectively
report and respond to disciplinary issues, tracking CRC, and
education qualifications. Responsible for providing center
orientation to new staff within the first 6 weeks of employment.
Perform any additional duties and responsibilities as assigned by
your immediate supervisor and/or Head Start Director. Compliance
and Reporting: Responsible for maintaining compliance with Agency
Policy and Procedures, Administration for Children and Families
Performance Standards, and North Carolina Day Care Rules and
Regulation Monitor the performance, attendance, certifications,
required documents and timecards of all staff. Submit monthly
reports on direct service activities and submit to Director of
Center Operations. Monitor and manage the maintenance and safety of
facilities and availability of supplies. Coordinate with local
agencies, community service organizations and educational providers
and partners. Responsible for maintaining necessary
requisitions/work orders/invoices and submitting them to the main
office for approval/payment. Responsible for observing and
documenting the occurrence of the monthly evacuation, fire/tornado
drills, transportation, and playground checks. Responsible for
maintaining training hours as required by Head Start and daycare
licensing regulations. Responsible for reviewing and maintaining
surveillance tapes in equipped centers on an as needed basis.
Establish and monitor services that ensure program quality and
compliance with Head Start Performance Standards. Responsible for
reporting Child Abuse and Neglect (*whether witnessed or made aware
of) to immediate supervisor and/or Head Start/Early Head Start
Director, immediately after becoming aware. Responsible for
maintaining training hours as directed by the Division of Child
Development and Day Care Licensing requirements through Agency
pre-service and in service, workshops, conferences, etc. (as
applicable to position). Demonstrate continuous effort to improve
operations, streamline work processes, and work cooperatively to
provide quality, seamless customer service. Disability/Mental
Health: Responsible for ensuring that centers facilities are
accessible to person with disabilities and that no child, family or
staff is denied services/employment due to disability Responsible
for monitoring services for inclusion of children with disabilities
in all program activities Responsible for working with contracted
Mental Health professionals to design and implement a schedule or
regular onsite Mental Health consultation responsible to the needs
of children, families and staff. Parent Family and Community
Engagement (PFCE): Responsible for working with Family Development
Specialist to identify child and family needs and appropriate ways
of meeting those needs through family goals and referrals. Plan
monthly PFCE activities that address the seven outcomes and school
readiness goals. ERSEA (Eligibility, Recruitment, Selection,
Enrollment and Attendance/Participation) Works in association with
FDS to support and develop recruitment plans to assure full
enrollment at the center Ensure enrollment and attendance is
maintained at full capacity at the center. Work with PFCE
Coordinator and Disability/MH Coordinator/Coach regarding
enrollment of children with disabilities. Environmental and Health
Safety: Responsible for the operation and maintenance of a safe,
clean, health and productive work environment. Responsible for
adhering to NC Sanitation regulation (i.e. floors cleaned, trash
cans covered, bathrooms cleaned, water temperature maintained, rugs
vacuumed, toys and equipment sanitized) Responsible for ensuring
that staff/child ratio is maintained and adequate supervision in
the learning environment and while on the playground. Demonstrate
knowledge of appropriate procedure for mixing sanitation solution
Responsible for ensuring playground safety checks are conducted
daily Demonstrate knowledge of center safety requirements (tornado,
fire drills, fire extinguisher inspection, and fire inspections).
Responsible for securing and maintaining an emergency preparedness
plan Responsible to ensure the following star rated license,
current sanitation certification and fire drill record are posted
in a common area in the center. Professional and Ethical Standards:
Maintain Professional and Ethical Standards, and confidentiality in
accordance with Agency policy and legal requirements Responsible
for reporting potential child abuse and neglect according to the
Head Start/Early Start Policies and Procedures Responsible for
adhering to professional development plan including renewal of
annual credentials (*which are required for continued employment in
this position). Must be able to periodically attend out of town
conferences and training sessions as needed Respect and maintain
rights and privacy of all staff, parents and children
QUALIFICATIONS: Minimum Qualifications: Associates degree in Early
Childhood Education or related field, and a minimum of 3-5 years of
progressively responsible teaching experience in a Head Start or
child development program, at least one of which was in a lead or
supervisory capacity, computer literate and NC Administrative Lever
1 or 2 (willing to obtain Administrative Level 3). Preferred
Qualifications: Bachelor's Degree, in Early Childhood Education,
Human Services or a closely related field with at least 2 years of
experience in working with pre-school children and a minimum of 1-3
years of direct management/supervisory experience, computer
literate, and NC Administrative level 3. *Official Transcripts will
be required to validate degrees/classes, which may require
confirmation of up to 16 credit hours of coursework relating to
Early Childhood Education. KNOWLEDGE, SKILLS, ABILITIES: Knowledge
of North Carolina Division of Child Care Rules and Regulations
Knowledge of non-discrimination laws-ADA IDEA Knowledge of various
software programs such as MS Words, Excel, PowerPoint, Publisher,
Child Plus and TSG Ability to handle multiple tasks often
simultaneously. Strong problem solving skills. Ability to handle
stressful and sensitive situations in a professional manner.
Ability to interpret and implement complex policies and
regulations. Ability to work independently and maintain
professional boundaries and confidentiality. Ability to exercise
tact and discretion in all employee interactions. Strong
organization and time management and leadership skills, ability to
meet tight deadlines. Excellent oral and written communication
skills. Valid driver's license and reliable transportation, able to
periodically attend out of town conferences and training sessions.
